Whether the Field Takes Customs
The answer that quietly reroutes international charters. A field without clearance cannot receive an arrival from abroad, however convenient it is and however much anybody is willing to pay.

- Whether the field at each end of an international trip can clear an arrival, and under what arrangement.

- Indefinitely for practical purposes. Arrangements change slowly and rarely.
- What happens when it stops being true
- It does not, and that is why it belongs on this shelf. What does change is whether a particular arrangement is staffed on a particular day, which is a different question and one for the operator.
Why it decides the shape of a trip
An arrival from outside the country has to be cleared somewhere. If the field somebody wants to use cannot do it, the trip clears somewhere else first and then continues, which is another leg, more time and more money.
Finding that out at the planning stage changes the trip. Finding it out later changes the trip anyway, less comfortably.
Why it belongs with the runway
Both are properties of the ground rather than of the day. Neither moves with the season, the aircraft or the operator, and both can be established once and relied on afterwards.
That is the whole point of this shelf: three answers that reward asking early because they never need asking again.
What is not fixed, and belongs to the operator
Whether clearance is actually staffed at the hour a trip arrives, what notice is required, and what an operator must file. Those are operational questions, they move, and they are the operator's to answer.
This desk does not file anything, does not arrange clearance, and does not tell anybody what documents to carry.
